Watson Named One-Stop Operator of Region’s American Job Centers

Emmett Watson, long-time business service coordinator with the First Tennessee Development District, has been named the region’s one-stop operator.


The position of One-Stop Operator is a vital component of the region’s workforce development system and is responsible for the coordination and management of customer flow within the American Job Centers. The primary goal of the Operator is to create a seamless system of partners among workforce development, economic development, business, and community agencies in order to meet the needs of employers and job seekers in the area.


“Emmett’s skill set, his background, his ability to build consensus and reach goals make him a great fit for this role” explained Mark Stevans, Director of Communications, Special Projects, & WIOA. Stevans also explained there will be a few changes with the District’s approach to the role, saying that “our primary goal for the American Job Centers on July 1 is a renewed focus on communication and customer service, we know that those are two areas where Emmett can deliver on behalf of the region.”


Watson is a married father of three with over 20 years of diverse program and project management experience with the United Nations, and international non-profits in Liberia, South Sudan, Sudan and New York City. He also brings a wealth of experience in multi-stakeholder partnerships and coordination to the role. “I am excited for the opportunity afforded me by the First Tennessee Development District and look forward to working collaboratively with all partners,” shared Watson. He went on to add that “from my experience, a lot can be achieved when partners work together with a common focus”.


Watson will begin his new responsibilities on July 3, and will operate out of the Johnson City and Kingsport American Job Center locations.
