ECONOMIC & COMMUNITY DEVELOPMENT
The First Tennessee Development District provides economic and community development services to its communities. Through grant writing, the District assists communities with funding of 388 grant and loan projects in the amount of $120.3 million. For the 2007 fiscal year, the District assisted communities in obtaining funds. Since 1989, the District has assisted communities with funding 388 grant and loan projects in the amount of $120.3 million. For the 2007 fiscal year, the District assisted communities with 30 projects totaling $12.5 million.
ECONOMIC DEVELOPMENT
The District has completed several economic development grant applications on behalf of municipalities and counties in order to provide job opportunities. An economic development infrastructure project involves the interaction of several persons, including a mayor or county mayor, economic development professional, a funding agency representative, company representative, and an engineer.
Infrastructure programs include the Appalachian Regional Commission (ARC), the Economic Development Administration (EDA), Environmental Protection Agency (EPA), Rural Development (RD), Fast Track Infrastructure Development Program (FIDP), and the Tennessee Department of Transportation (TDOT).

COMMUNITY DEVELOPMENT
The District has completed several community development grant applications on behalf of municipalities and counties. Community infrastructure programs include the Tennessee Small Cities Community Development Block Grants (CDBG), the Tennessee Department of Environment and Conservation (TDEC), the Transportation Enhancement Act (TEA-21), the Local Parks Recreation Fund (LPRF) Recreation Trails Program (RTP), and the Tennessee Department of Agriculture (TDOA).

ADMINISTRATIVE SERVICES
Receiving funding is always good news to a community, however, administrative guidelines of grant programs must be followed to make the project a reality. These administrative services include completing environmental reviews, assisting with the bidding process, organizing requests for payments, assisting with acquisition, complying with labor standards, and completing the project close out. During the past year the District provided administrative services for 60 projects.
RESEARCH AND DATA ANALYSIS
During the past fiscal year, economic and demographic information was provided to 192 individuals, businesses, government entities, and chambers of commerce. A large number of these requests involved the organization of data from the Census. Many businesses looking to locate or expand operations in the region use data provided by the District.
The First Tennessee Development District gathers and maintains economic data on all communities within the region. This information is published in FACTS, a pocket-sized booklet of statistics on the region, and in City and County Data Profiles.
The First Tennessee Development District maintains www.ftdd.org. The site includes information about the District, its programs, and the region, as well as statistical data, the FACTS book and area Data Profiles. During the past fiscal year, the web site received 4,179 hits.
ECONOMIC DEVELOPMENT FINANCING
The non-profit lending corporation of the First Tennessee Development District is the Northeast Economic Development Corporation (NETEDC).
NETEDC's purpose is to promote economic development through loan programs to businesses. A Revolving Loan Fund (RLF) was established in 1990 with funds from the Economic Development Administration and State of Tennessee. A Business Development Loan Fund (BDLF) was established in 1994 with funds from Rural Development (RD) and the state of Tennessee. NETEDC established a new loan program in 2006, the Johnson City Downtown Redevelopment Loan Program. The program was coordinated through eight banks, The Johnson City Development Authority, the City of Johnson City, and the ETSU Small Business Development Center.
The programs help businesses through fixed asset and permanent working capital financing. Through the loan programs, 57 companies have received funding of $4.9 million. These companies have created 621 jobs to dat. The District also completes CDBG loan applications on behalf of communities. During the past yeark the NET-EDC made ten loans totaling $408,000.
